When Outdoor Air Becomes Uncertain: Why Indoor Air Quality Control Matters More Than Ever

Ventilation is essential to good indoor air quality. But that strategy depends on an important assumption: the outdoor air entering a building is reasonably clean and understood.
In the United States today, that assumption cannot always be taken for granted.
Wildfire smoke, industrial emissions, traffic pollution, chemical releases, construction activity, and other outdoor events can affect indoor environments. Some hazards are obvious. Others may be difficult to detect or may not be captured by nearby monitoring.
That uncertainty makes indoor air quality control increasingly important.
Lessons From 9/11

The aftermath of September 11, 2001 remains a powerful example of why accurate air-quality information matters.
The World Trade Center collapse released a complex mixture of dust, combustion products, and building materials into Lower Manhattan. In the days that followed, the public received reassurances about air safety.
A later EPA Office of Inspector General review found that the agency did not yet have enough monitoring data to support its broad September 18, 2001 statement that the air was “safe” to breathe.
In September 2026, New York City released approximately 170,000 pages of previously difficult-to-access records concerning air quality, health concerns, and the government's response after 9/11.
The lesson remains relevant today: when information about outdoor air is incomplete, buildings still need strategies to protect occupants.
Monitoring Gaps Still Exist, and are Growing
An investigation by The Guardian and Floodlight published on September 10, 2026 highlighted increasing gaps in outdoor air monitoring across the United States. The number of government air monitors has fallen by half over the past two decades, and remaining equipment is sometimes falling into disrepair.
The investigation reported that nearly six in ten U.S. counties have no public air monitor. It also found that, at many large industrial facilities examined, the chemical released in the greatest reported quantity was not measured at all by government equipment in that state.
At the same time, industry has pushed for new laws limiting the use of data collected by low cost sensors available to the general public. Without data, businesses and individuals are left guessing as to the nature and extent of outdoor contaminants.
A lack of monitoring should not automatically be interpreted as a lack of pollution.
Outdoor Air Can Become an Indoor Problem
Outdoor pollutants can enter buildings through HVAC outdoor-air intakes, open doors and windows, cracks, gaps, and other pathways.
Wildfire smoke is one familiar example, but similar principles apply to other outdoor contaminants.
Building professionals may need to ask:
- What pollutants may be present outdoors?
- How are they entering the building?
- Is existing filtration appropriate?
- Should ventilation strategies temporarily change?
- Are additional measurements or professional evaluation needed?
For particle pollution, improved HVAC filtration and portable air cleaners may help. But filtration is not a universal solution. Particle filters do not automatically remove gases and vapors.
That is why understanding the source and contaminant matters.
Buildings Need an IAQ Resilience Plan
The goal is not to avoid outdoor air. Proper ventilation remains essential.
Instead, buildings should be prepared to respond when outdoor conditions change.
That means understanding ventilation systems, maintaining filtration, identifying infiltration pathways, knowing what available sensors can and cannot measure, and developing procedures for unusual outdoor air events. While low cost sensors may not be usable for legal or regulatory action in some states, they can still provide crucial information for making decisions about HVAC adjustments in specific buildings and areas.
When conditions are complex or unexplained, a qualified indoor air quality professional can help evaluate the building, interpret measurements, identify likely sources, and recommend appropriate controls.
We cannot control every wildfire, industrial release, traffic source, or unexpected event outside a building.
But we can improve how indoor environments respond when outdoor air becomes uncertain.
